ResortsCasino-Hotel was Atlantic City's first legal, state-regulated casino and the first legal casino to open in the US outside Nevada. Less than two years after New Jerseyans legalized gambling in Atlantic City, Resorts opened on May 26, 1978.

Resorts International was formed in 1968 and purchased land and property dating back to the 19th century in the hopes of looming gambling legislation. It took several ballot attempts and a few legislative bodies and governors before Gov. Brendan Byrne signed the New Jersey Casino Control Act on June 2, 1977. However, it was the voters of New Jersey who passed the 1976 referendum that eventually allowed Resorts to open.
